CARRA has a strategic structure that comprises four pension committees.

 

It also has an administrative structure that includes:

  • a board of directors to administer the affairs of CARRA;
  • a president and chief executive officer who is responsible for the direction and management of CARRA within the framework of its by-laws and policies and must see that the decisions of the pension committees are carried out.

 

Lastly, it can rely on a special governance structure for the administration of pension plans.

 

To achieve its mission, CARRA divides its activities on the basis of the following types of services:

 

Direct client services

All the activities related to direct services to pension plan members and pensioners are provided by one direction principale and three directions within the Vice-présidence aux services à la clientèle.

  • The Direction des contacts clients supports and advises CARRA’s clients, from all the pension plans under its administration, at all the significant stages of their life that can have an impact on their pension plan, by processing efficiently, on the first contact and in due time, the queries made in person or by telephone, mail or e-mail. It also administers the pre-retirement training program.
  • The Direction des services aux prestataires ensures, through the Service des prestations, the study of applications for pensions and insurance with respect to eligibility, calculation and maintenance of entitlement to benefits. The Service du traitement des demandes clients processes all the applications and documents sent by our clients so that all the digitalized data entered in our systems are reliable and available.
  • The Direction des services aux participants et aux employeurs includes the Service des rachats et des transferts, which processes applications for buy-backs; the Service de la participation et du partage, which advises employers for the filing of their employees’ participation data and provides services to members with respect to partition and transfer agreements; the Service aux employeurs, which assists employers with training and CARRA’s online services related to participation.
  • The Direction principale de l’assistance aux opérations’s mandate is to accompany and support CARRA’s operational departments in the performance of their operational activities. It includes two directions: the Direction de l’intégration et du pilotage d’affaires, which sees to the quality and security of data and transversal functions; the Direction de l’expertise en optimisation et régimes de retraite, responsible for training and process optimizing and providing actuarial support to operations.

 

General services

General services are provided by two directions principales, two directions and one service that all come under the Vice-présidence à l’administration.

  • The Direction principale des ressources financières is responsible for CARRA’s administration costs budget and accounts of all the financial operations related to the various pension plans. The Service de la perception et des paiements provides employers and pensioners with all the services related to those functions.
  • The Direction des ressources humaines, assisted by the Service des relations de travail et de la dotation, provides professional and technical advice and support for the management of human resources. It uses the best practices in the fields of occupational health and safety, workforce management, work relations and compensation. In addition, it represents CARRA with central agencies and union representatives.
  • The Direction des communications is in charge of the management of all corporate communications. It provides orientations and strategies for internal and external communications.
  • The Service des ressources matérielles sees to the management of material, documentary and contractual resources. It also provides services related to purchases, office layouts, mail and messenger distribution and reprography.
  • The Direction principale des systèmes et des technologies offers advice for the organization’s choices regarding information technologies and includes two directions. The Direction des technologies et de l’exploitation implements and operates all CARRA’s infrastructures, provides office automation supporting business solutions including data bases, technical support to users and operational security. The Direction des solutions d’affaires is responsible for the development, maintenance and improvement of CARRA’s mission and administrative systems.

 

Consultancy and coordination services

Consultancy and coordination services come directly under the president and chief executive officer and are provided by three directions principales, one direction and a secretariat, which all have horizontal functions.

  • The Bureau de la présidente-directrice générale, in addition to steering major strategic projects, is in charge of clerical functions for the board of directors and its committees as well as coordinating CARRA’s management committee. It also accompanies and supports the president and chief executive officer in carrying out her various responsibilities.
  • The Direction principale des affaires juridiques et de la sécurité de l’information assumes the responsibility for legal affairs, access to public documents and the protection of personal information. Its Bureau des plaintes processes requests concerning the quality of the services provided by CARRA’s personnel. The direction is also in charge of the security of information at CARRA.
  • The Direction principale du développement des stratégies d’affaires plans, coordinates and evaluates CARRA’s strategic development activities and insures the transversality of the organization units’ contributions. It includes the Bureau des projets et de l’architecture d’entreprise, which sees to the respect of project management methodology and to the coordination of major and horizontal projects; the Service de la planification stratégique et des affaires corporatives, which is in charge of the activities related to business strategies, strategic planning, organizational performance management and risk management; the Service de normalisation et de la simplification, which is responsible for updating and simplifying norms so that they are easier to apply and better understood by our clients, in addition to providing support to legislative and regulatory projects.
  • The Direction principale de l’actuariat et du développement des régimes de retraite is comprised of two directions: the Direction de l’actuariat, which prepares actuarial valuations, and the Direction du développement des régimes de retraite, which carries our various studies, such as those that contribute to the evolution of pension funds’ investment policies.
  • The Direction de la vérification interne provides reasonable assurance that the managers’ governance and managerial responsibilities are correctly carried out within the organization and that management and audit processes are effective and cost efficient.
  • The Secrétariat des comités de retraite et du réexamen perform activities related to the following responsibilities: the clerical work for the pension committees and the coordination of reexamination committees.
